Traits mainly appear in newly obtained equipment, such as those from the equipment bag and crafting. It is also possible to obtain traits as a chance whenever you upgrade the equipment rarity.
There is also a chance to obtain a trait token whenever you smelt equipment that contains a trait bonus. If you obtain a trait token, it will correspond to the trait that was previously on the equipment.
